If do have Java you may need to check your security settings to make sure that applets are enabled, especially if you are viewing the puzzle from your hard disk. In Windows XP you may be able to enable the applet by clicking on the yellow bar at the top of the window and selecting "Allow blocked content".

To solve a Phone Quote, simply replace the numbers in the puzzle with the letters that correspond to them on the dial pad of a telephone. For example, #2 could be an A, B or C. It's up to you to figure out which letter goes with each number in the puzzle. Here's the key (There are no letters on #1 or on the Zero.):

2=ABC 3=DEF 4=GHI 5=JKL 6=MNO 7=PQRS 8=TUV 9=WXYZ
